Network problem responsibility.. OEM or Microsoft?

This is just an observation, but I've had some networking problems with PCs I've networked myself. I know each of the NICs and the router work because I have Internet access through each, and I can ping other systems.

The annoyance is my OEM says it can't help me because they only support standalone systems, the router/NIC manufacturer won't help me because they say their equipment it working (ie pinging is successful therefore that is working) and Microsoft (OS) won't help me because they say I have to go back to my OEM for support!

It's a pain in the proverbial!!
