Network port probe

When we run a webserver on say port 1000, none of the port scanners say its a web server running on port 1000, because probing from other computers it doesn't know which process has opened the port.

But if we type the ip_address:1000 in the web browser, that can prove its a web server running on that port.

Thats a simple example, but you could have any kind of service running on port 1000, so is there any software probe, that will test and tell you what sort of service it is. I know pop3, smtp servers are easily determined, its about the more difficult ones, like terminal services, dns, etc.
