'Network Neighbourhood' Not Visible in W98SE

I'm setting up a network from my new to my old pc, both running W98SE. My old pc doesn't display the 'Network Neighbourhood' icon which I need to access to set up sharing of files and drives etc.

Anyone have any idea how I can find Network Neighbourhood? I cannot re-instal W98SE on the old pc due to it requiring to run Scandisk first. This in turn can't run due to something (I know not what) running in the background!

I have removed absolutely everything that could possibly (IMHO) be running starting with Roxio Go-Back and including firewalls etc.

Go to Control Panel, Network. Remove Client
for Microsoft Networks if it is present. Then add Client for
Microsoft Networks. That should make Network Neighborhood re-appear.
