need help with settings for a middle school

I am creating an image for 500 computers at a middle school but for some reason i can not get the settings right. I do not want the students to be able to change stuff like the backround or changing the desktop in anyway. I also don't want to allow access on to the c: drive. I have been changing the settings in gpedit and in windows steadystate. The problem is as much as i change the setting there are always more ways for the users to delete files, get onto the c: drive, change the backround. What can i do to stop the students from changing settings? How can i keep the right click, but restrict them at the same time?
