My pc is not reading DVD space correctly

I have been burning data onto dvd's for a while using nero express,
but today i wanted to burn 4.6gb on to a normal 4.7 disc and its says there isnt enough room.
When i look at the properties of the disc through
windows, it says their is only 4.3gb.
I tried this with a few different types of blank
dvd disc, they all say the same.
i have done a system restore to before the problem, and reinstalled Nero.
Any ideas?

This is maybe a software issue,with mine Pinnacle incd somtimes i can burn up to 7 gig to a 4.7 gb disc
although i do have a dual burn cd,somtimes it says there isnt enough room on the dvd to burn over 5gig on the same dvd's.

crx1600 is right. Manufacturers work out disk space as 1000Mb = 1Gb, where as it is actually 1024Mb to 1Gb. Its the same with hd drives my 80gig hard drive only registers as 76.3gig
