Is my dual core PC ok?

I have recently built a new pc:-
Intel E6600 processor
Foxcon P9657AA Mobo
2g OCZ special ops ddr2800 ram (over four 512 blocks)
ATI X1600 pro G Card
380W coolermaster PSU

Overall the machine runs great, running cubase and all my soft synths sweet (i use it for music mainly). But i have noticed when i am installing software everthing slows down. For example if i try to play an MP3 at the same time it plays like a 45rpm record on 33.
I brought up task manager and noticed core one was running almost at max where as core two is practically idle! Is this correct? If one core isnt doing anything it could look after media player and play my MP3s couldn't it?

I think that the problem may be with the software you use to play your music. I read some where that for software to use multiple processors/cores it has to be designed to do so. Can anyone verify this?

I tend not to ask the pc to do anything else while installing software
