Multi processor Mainboards

I have never had any dealing's with multi processors, so I may sound ignorant with this question.

Is it possible to assign a particular task to a CPU? Eg, I have a PCI Video Input card which effectively renders my PC useless for other task's at the same time, could I have one CPU working the card and s/w (running in background) and the other CPU for my current list of task's.

Or would I be better with my current line of thought, Buy a whole new computer just to run the PCI card!!!

Multiprocessor setups only make sense with software that is designed for in those systems.

like professional applications, 64Bit OS, 3d modelling apps, photoshop etc. cad cam etc...
