MSOutlook-Email Links

When I click on a link, (that is on a received e-mail),the computer puts up a message stating:- "This operation has been cancelled due to restrictions in effect on this computer. Please contact you system administrator."
Since I am the system administrator you think I would know something about this!! Alas I don't. Anybody got any ideas.
Other info:-
windows xp home edition
internet provider = tiscali
norton system,(antivirus,firewall)
Have checked firewall settings and all seems to be o.k.

Not to sure about Outlook, But I believe O/Express by default now does not allow you to open attachments, you have to go in and change the settings first, could this be the same in Outlook?

I have found that whilst outlook does not like to open these attachments, if you go on line to view these attachments there is no problem.
