Msgsrv32.exe caused an invalid page fault in mscat

This is a Win98 SE computer. Upon startup, I keep getting "Msgsrv32.exe caused an invalid page fault in module Mscat32.dll" after I changed monitors and tried to load a new driver. If I Ctrl>Alt>Del, no tasks are shown as running and I can choose shut down, but nothing else works. Went into safe mode and turned off EVERYTHING with no luck. Also tried to re-install (overlay) Win 98. No good. Scanned for viruses- none found. I'm running out of ideas- any suggestions would be appreciated.
