mscoree.dll missing??

Norton finds this error.
"C:\Program Files\common Files\InstallShield\Runtime\0701\Intel32\DotNetInstaller.exe" cannot access a necessary file, "mscoree.dll"

Can anyone please advice??

download from here and if you are useing xp put it in your system folder
