MS Publisher versions and fonts

I have been using MS Publisher 98 to publish a newsletter in english with a limited number of hebrew letters. I'm using Times New Roman and entering the hebrew letters as Symbols.

MS Pub 98 is fine with this font including the hebrew letters. However, when I try to open the *.pub document in MS Pub 2000 or MS Pub 2003 I get asked to "font substitute" for the Times New Roman Hebrew font. Why does MS Pub 98 allow the font and MS Pub 2000 and 2003 NOT?

I'm trying to upgrade but need this capability for both english and hebrew letters. Can someone help me solve this? or work around it?
