MS Office 2003 Pro installs itself when activated!

Hi, Can anyone help solve this problem with my Office program. I am running MS XP Pro and have two user settings. In the full administrative user profile I can go into any MS program without any problems, but when I try to access an MS program in another profile that has limited admin rights, it seems to want to install and then configure itself before opening up the software. All of the SP packs are installed and everything is fully updated. Is this a natural progress in Office, or is there a setting that can turn this off? Any help is appreciated!

That's normal and should only happen once on first opening
