MS Desktop Elite Keyboard question

I have the Microsoft Desktop Elite Keyboard set (click here)

The F keys have dual funcions, ie F1 will also launch the help, F2 is undo etc.

The FLock key toggles between the 'named' function and the 'number' function.

However, on boot it always defaults to the 'nameed' function. There is no where in the keyboard software to customize it to choose wheter you boot to the 'named' or 'number' functions.

Is it possible to create a little program that runs on boot that 'presses' the FLock key so that it always boots to the 'number' functions?
