MPEG to Standard DVD

I am currently using AVerTV DVB-T USB 2.0 to record TV programs onto my computer.
I have attempted to copy these TV Programs to a DVD using TMPGEnc DVD Author but get an error message. “The video bitrate 10000 kbps is too high for a standard DVD. For a standard DVD the maximum video bitrate is 9800kps.

Is there any way that I can reduce the bitrate when recording or alternately reduce the bitrate of the file stored on my computer.
