re-encode the to a short bit rate ie if they are 256kb alter them to 165kb

There are many many clever researchers did a lot of studies to reduce music size to mp3. What make you think it can be compressed furher?

Only way to reduce size is to re-encode it with low bit rate, i.e. reduce the quality.

Microsft's wma format has smaller size at the similar sound quality.
