Mouse cursor stuck on the monitor

I have an old Packard Bell desk top, when I turn the monitor on programmes are already running and the mouse cursor is stuck, so consequently I cannot close them down. I'm wondering whether its time to get rid and invest in a laptop any help would be appreciated.

Have you tried a different mouse (assuming that the one you're using isn't a wireless mouse and just needs a new battery)?

Turn the monitor on - Do you mean the PC? Programmes already running?

If the cursor is 'stuck' because the CPU is running full tilt because of the programs running (updating or whatever) then wait for them to finish and then in the 'Run' box type in 'msconfig' (without the quotes) untick some of the programs from list in startup Tab. (Don't untick your Antivirus program) Then reboot pc.
