Motorola SM56 modem under W200Pro

I have added W2000Pro SP4 to a computer previously running W98SE as a duplicate OS. The Motorola SM56 SSpeakerphone internal modem works under W98SE, I have installed the latest drivers for W2000 (build 84)and it is installed as Com3. Windows Device Manager says the modem is working correctly, the Motorola diagnositics communicates with the modem successfully, Hyperterminal will communicate and dial an ISP. But, Dial up networking returns a message 'Could not detect modem. It may be in use, switched off, or not installed correctly'. Task Manager does not show any other applications running to be using the modem and the computer is standalone, not networked. I have seen chatroom messages that the SM56 works with W2000 but am totally lost as to why I cannot get it to be detected.
