monitor switching off

We operate a pentium 3 450 mghz, with a voodoo5 5500agp 3dfx 64mg agp graphics card on a windows 98 system. in windows power management proprieties the systems standby is classed as never, it is set as always 'on'. In our bios settings the video off method = always on yet the monitor keeps on switching off, we know this is controlled by the computer bios, or the graphics software as we tried a different monitor. We need to know how to stop it as we need the monitor always on due to cctv surveillance usage. after all we do not want our staff or customers to get up to naughty's when monitor is off :):)

Control panel - Power management - Turn off monitor. This is the setting that normally does it.
