monitor shadowing

Some friends of mine have a problem with their computer, and I have been
unable to look at it. However I have discussed it with them at length, and
wondered if anyone else had encountered it:

They had an old moniter that was on its way out, the usual gradual dimming
of display. Recently when they shwitched it on it also had shadowing running
from left to right from icons and text. This only appears after windows has
started, the text as it is booting is fine. They went out and brought a new
monitor, but the problem remains. The settings are all within the limits of
the graphics card and the monitor. Could it be an error with the graphics
card? I assume the computer is fairly old, since they brought the first
monitor with it and they usualy last a few years.

It may even be the cable. The best way to be sure is to substitute with known working parts.
