monitor interferance

i thought i had a faulty monitor, in that when monitor is on but not being used the screen is nearly perfect apart from very fine horizontal lines quivering. however whilst running programmes, searching, operating on-line etc the lines become horizontal waves varying in size and a random ticking/crackling through speakers.
i thouight it was a faulty monitor but have tried on another p.c. and its o.k.

i have had suggestions that it might be sound/graphics card faulty??
