Modem diagnostic utilities

Modem is frustratingly slow to connect. Most times, it gives one of the following error messages:

"There is no answer"
"No PPP Protocols configured"
"The dial-up networking server is not responding"

When it finally connects, often the connection will stop responding and sometimes disconnect.

The line gain has as far as I remember been turned up.

This problem does not affect the PC downstairs, which is connected to an extension of the same phone line and uses the same dial-up connection.

Could my internal modem be at fault? Are there any good free utilities to test your modem?

Both the PCs run Windows 98 SE, if it's any help. I've got a Athlon 2000+ with 224Mb RAM.
