Missing Program On Start Menu

When a friend hits start/programs/accessories/system
tools. his disk defragmenter bar is missing.
Does anyone know how to restore that item please.
Using Windows 98

Yes go to Start/Run type SFC press enter to see the program to run. Put the Win98 CD in the Comp hold the shift key down to stop it loading let go the shift key when the CD light stops flashing the run the above program to look for missing deleted or corrupt files

You could have a look in the C:\Windows folder to see if you can see Defrag.exe if you can right click and drag to start button to create a shortcut on the start button

........and yes I know the defrag exe, is there.Had not realised one could drag to the start button.
