Missing or corrupt files

My Windows 98 SE system refuses to boot (even in safe mode), stating that C:\Windows\dblbuff.sys and C:\Windows\ifshlp.sys are missing or corrupt. I have tried to use the steps on the MS Knowledgebase for extracting files from the Win 98 disc without success. Can anyone please ofer help on this?

Can you boot to a command prompt, faintly curious? If so you could place the two files on a floppy disk and copy them to your C:\Windows folder. You're asking where you're going to get the two files? Email me with your email address and I'll send them to you.
