missing operating system

i have just built a new pc .
ran fdisk ,restarted ready to format drive ,
but get message missing operating system.
can anyone help

i booted from win 98 cd
got to a: prompt .ran fdisk,and rebooted.
then message came up

You will need to change the BIOS to ensure it boots from the CD first.

When you booted before it did not see the HDD so moved on to boot from the CD. Now it sees the HDD, finds no OS so gives the error message.

As far as I know the Windows 98 disk isn't bootable from, you have to create a boot flopy disk, boot from that,run fdisk and format then install the operating system at least thats what I always did. If I'm wrong I'm sure someone will correct me.

W98 is bootable.
