Missing mmsystem.dll Windows ME

After upgrading from Windows 98SE to ME, the following error is displayed RUNDLL Error in c:\windows\system\mmsystem.dll Missing entry, Microsoft say to solve this add the following line into the boot section of the system.ini file drivers=mmsystem.dll, but this line already exists
Any ideas

After the desktop icons have loaded during the time when the anti-virus/firewall etc are loading
