Missing icons on start up

Just recently when starting up my pc I have noticed that not all of the programme icons appear on the right hand side of the tool bar that should do.
Sometimes I only get one or two of the normal ones appearing after the pc has finished booting up.
Normally i would expect to see 6 icons on the toolbar, AVG antivirus, Mcafee firewall, Volume icon, Aol connectivity status, Windows usb hardware removal icon,and Microsoft activesync.
Sometimes only one of these will appear, it's random as to which one, and sometimes all will appear.
Turning off the pc and rebooting usually results in all icons sucessfully appearing but I was wondering if anyone could throw some light on why they don't always appear everytime.
The pc runs ok otherwise and I am eperiencing no other problems.
I have windows XP home, 1gb RAM, Pentium 4 3.06gh processor, and 250gb hdd the machine is an E Machines E4020 about 18 months old.
