Missing file vmm32.vxb

I have a 5 year old PC running Win ME. When trying to boot the PC I get a message stating that it cannot find vmm32.vxb and it will not boot (including in safe mode). The best I can do is get a command prompt. Is it game over for this PC or can it be repaired?

Thanks, I have tried that previously but as I have neither UMAX or genius scanners installed it did not help.

Thought I should add this. Using the command prompt I searched on the HDD for the file and it could not be found. It is as though it is no longer there.......

I don't wish to doubt you but if you put vmm32.vxb in Google, it asks if you mean vmm32.vxD.???
