missing dll file

Can anyone tell me how to put browseui.dll onto a xp operating system which will not load normally or in safe mode because of this missing file.
The machine reports after clicking on opening user settings that the file is missing and no icons appear,only the screen saver.
Any help would be appreciated

Get the file here click here, unzip it with this click here and put it in c:\windows\system32\

Sorry, just realised no safe mode.
Boot from your XP CD, go into Recovery console.
(click here)


Expand i386\browseui.dl_ c:\windows\system32
you might need to use your CD drive letter if that doesn't work, for example if it was drive D:

Expand d:\i386\browseui.dl_ c:\windows\system32\
