When I boot up I get the following message.
cannot find a device file that may be needed to run windows or a windows application.
The windows registry or System.INI file refers to this device file but the device file no longer exists.
If you deleted this file on purpose try reinstalling the associated application using its uninstall or setup program.
If you still want to use the application associated with this device file try re installing that application to replace the missig file.
SHLDDRU.UXD (COULD BE SHLDDRV.VXD)
Press any key to continue.

The last time this problem occurredthree months ago I had to have my hard drive? wiped.
I have not installed any programs.

What you need to do is back-up all you files and re-installed the operating system again to get rid of this problem.

Sounds like a component of Panda Anti-Virus not been uninstalled correctly. Try reinstalling and uninstalling correctly.
