Microsoft Connector for POP3 Mailboxes

I run MS Server 2003 with Microsoft Exchange. When I start up the system on a re-boot I find that 'Microsoft Connector for POP3 Mailboxes' and 'Microsoft Exchange Management' fail to start.

In Start, Administrative Tools, Services, they appear as 'Automatic' under 'Start Up Type' but I have to manually start them.

This means that connected workstations are unable to send and receive emails.

Any ideas on a fix?
