Membership Forms software

A charity is looking to print Membership Application Forms to send out by post to folks without internet access, so they can fill them in and post back.

I've tried with Word without much success. Is there any free software I can use?

I do most of my forms in Excel and then hide the grid-lines. If you make a Excel spreadsheet into square boxes then you can easily change the design and make boxes with cell boarders.

Thanks, I thought of Excel. I'm just trying Paint but it's too inflexible. I'll hop over to Excel.
