Mem Files in Temp Folder

I have a Windows 2000 pc and all of a sudden in the temp folder are about 3 files called mem23.tmp, mem24.tmp and so on or similar. These files seem to be growing in size and after leaving my pc on for two days the disk was full (7.4 GB). Does anyone know which program produces these files or is it some sort of dump from Windows?

The problem is that I can only delete these files when the computer boots up as after that I get "the file is in use by another process" and they keep growing. The file has grown to 450MB since starting this post
