MBS billing mystery

I have WinXP Home.When I go online an annoying window appears from click here which is locked and cannot be removed until a certain time has elapsed.It goes on to say my `account` is 30 days or older and I seem to have a `reference number`.It then goes on to say my computer was used to sign up to a website or service employing MBS billing and authentication software.It gives a phone number to ring to get instructions to stop this window appearing.
As I have no idea what this is connected with I am loathe to ring this number in case it is some sort of scam.
If anyone has had the same problem or can suggest the best course of action to take I would be very happy.

I've read here some where that running spyware terminator cleans it.
