managing calls when surfing

Could someone please advise the best (and definitely cheapest) software to be advised when someone is trying to telephone when you are on-line, and then gives the option of taking the call or ignoring it.

I keep saying this but why not transfer your calls from your local line to your mobile. When the mobile rings the tel.no will be displayed and you can choose whether to answer or phone back on the landline. To set call divert press*21* <your moby no.> # . To deactivate press #21#. The calls are diverted from the exchange not from your phone...if you don't answer you don't get charged. For any tightwads ;-) the cost, in the evening, of answering the call is between 1p and 10p. Simplest way that I know.
