Manage internet access on a room by room basis?

I rent rooms out to students and I need to manage access to the internet. I currently have a single wireless router, but this does not provide sufficient access control etc.

I'm seeking to provide each room with their own access, so I can prevent one user from hogging all of the available bandwidth etc.

I also need to prevent a user in one room sharing access details with others, whilst still enabling their visitors to get online (e.g. for short periods).

I don't want to have to do this device-by-device, so a MAC-filtering solution is out of the question.

Is there a sub-£200 router out there that would provide such granular management, or would I be better served by installing PowerLine sockets in each room?
