If you mean the size of the text, View > Text Size in Internet Explorer.

Move the cursor to any edge of the pane after having clicked on the middle of the three symbols on your IE pane to make the pane not 'full screen'. When the cursor changes to a double headed arrow, hold down the left mouse key and drag the edge to any size you want. If you do this on a corner of the pane you can change both width and heigt at the same time.
