Mainboard and AGP graphics card problem

I have an ECS Elitegroup K7SEM mainboard, set to use on board AGP graphics. My nVIDIA geforce 2 MX400 card runs slower and slower, even with simple games, and Sisoft diagnostics tells me that AGP is not enabled, and my card is not operating at full capacity. The card is operating in PCI mode, and is giving worse performance than the onboard SiS VGA. Can anyone please tell me what to try next?
