Lost USBs

Having had trouble with my scanner I was advised to delete my USBs in device manager and reboot my system. On doing so, I found I could not access my computer at all. I got as far as sign-in then found I couldn't even type my password; the mouse arrow didn't show up on the screen and the keys didn't work on the keyboard. Can I, on boot-up, press Esc., and then with a little know-how reconfigure the computer to restore the USBs or maybe access restore system to reconfigure the USBs? I really don't want to lose Windows XP and be forced to reinstall. Please note that mine is an upgrade from Windows ME to XP. I am very nervous of how to proceed from here - but there must be a way.

Try booting into safe mode, tap F8 during bootup, this should start the computer without loading the usb drivers etc, which should give you a chance to sort out the device manager.
