Lost re-cycle bin

Have tried the search queries for this on to no avail. I use windows XP. When I try to open my re-cycle bin to empty it all I get is the wee torch searching and no files appearing. I have tried the shortcut and going through windows explorer. But it won't show. Any help to get it back would be appreciated.

Check to see if any system files are corrupted or missing.
You can use the automated System File Checker:1. Click Start, and then click Run.
2. Type: sfc /scannow
3. Click OK. The Windows File Protection dialog box appears and a system scan begins. You may have to insert your Windows installation CD.
4. Follow the prompts.
