lost icons control panel and local disc C

Using Control panel add/remove programmesI have been reducing the number of installed programmes to free up disc space (free13GB) on a windows millenium PC.
I used the Norton uninstall tool and rebooted as requested. Now no icons appear in the control panel screen although the bar at the bottom states there are 33 ocbjects. Also clicking on disc C in windows explorer does not bring up icons in the right hand panel. Also the system restore screen is blank when I bring this up so I cannot go back to an earlier state
What have I done?

Hi, right-click on Taskbar at bottom of screen, then on Properties, then on Start Menu, then Customize - check boxes as required, then click on Advanced tab and Control Panel - Display as Link. Then ok - ok to close window.
