Looping to safe mode

I have the machine of one of my flock - where because it sat under the desk she switched on via its BIG button on the front panel with her BIG toe.
Result switch disintegration.
With the aid of Araldite and screws managed to rebuild the switch and the machines fires up-
To Safe mode- and when 'Last known' is activated or Safe mode it simply reboots to safe mode.
I have investigated the BIOS and seems well there
MegtrensV02- though I did not find how to change boot order to CD so that I could run Windows disk for example.
Any thoughts then on the looping safe mode and how may be to get to boot from CD for a possible repair reinstall operation if necessary?

All I Know if CD is not first in boot order you click on it then press the letter U on the computer and that puts it up.
If you press D that means it will go down.
I have only tried it once and that was the directions that I got.
So I would assume the same on most computers.
remember to save it as you are exiting.

Inserted the Windoze disk R for repair
got the DOS command screen played with CHKDSK,MBR, New boot
And it all came back.
just like that.
