Loading IE6 automatically when going on line.

I have just put together a PC for a young relative(P3 330Mhz Windows 2000 Pro) with a new modem. My problem is that when I go on line (to Onetel), it tells me that I am connected to the server but neither IE6 or Outlook Express will open automatically. I therefore have to click on their respective icons to open them. I don't know what I have failed to do but I get no trouble with my own machine (P4 3Ghz XP Home). Any ideas please?
