Limited user access to prgrams

Last year I set up limited accounts to browse the Internet, as recommended, and use the admin account to install programs etc. Since then the limited accounts cannot run the new programs unless I change permissions in safe mode, or change all accounts to admins during installation. Could this be a function of all the anti-malware I have or what? It was OK before I installed sp2.

Let's say you have a limited user call 'Fred'.

To give Fred access to a particular program go to C:/Documents and Settings/Admin Account/Start Menu/Programs.

You will now see all the icons for the various programs.

Highlight the icon for the program /s which you want Fred to have access to.

Now click (at the upper left) 'Copy this Folder'.

Now navigate to C:/Documents and Settings/Fred/Start Menu/Programs and then click Copy.

OK. I'm a bit bemused now.

As an alternative, try making the 'copy to' folder:

C:/Documents and Settings/All Users/Start Menu/Programs and then click Copy.

The central question is, what causes newly installed programs to have access limited to the administrators account.

Plus, you can only freely copy to users (Fred's)start menus if all the passwords are turned off.
