Limited or no network connection

I'm having a problem connecting to my Ethernet modem which can't be seen by my PC (either by Pinging or via a browser)

My local area connection tells me that it cannot complete renewing the IP address.

The PC is stand alone and not connected to a network.

The network hardware is working okay, according to device manager.

A bit of background:

My original modem was toasted following a power surge.

I tried installing a USB modem but had no success, partly due to a damaged cd which resulted in the pc hanging half way through the installation. I now have a replacement Ethernet modem of the same make and type as the original which was working fine.

If the "toasted" modem was connected by ethernet, it is possible that the network adapter was also damaged by the power surge. This wouldn't necessarily show up in Device Manager if the adpater was properly installed with the correct drivers.
