Laptop won't switch on

I have a Compaq Presario 700 laptop which simply won't switch on, either by the mains or by battery; it's completely dead both ways.

When I attach the mains plug into thhe (mains) socket, the green light on the 19V power supply/transformer stays solid as it should do.
Then when I plug the other end into the laptop, the green light constantly flashes several times a second. (The laptop doesn't switch on at this stage either.)

Is this flashing light indicative of anything in particular?

Is the mainboard inside the laptop burnt out?

It could be that the is a problem on the cable / plug from the transformer to the laptop, causing a short. Have the transformer checked by a qualified electrician, or take it into your local computer shop, and ask the to test it for you.

Remove battery completly then plug into mains.

Does it come on?

Flat batt can completely overpower mains supply.
