Laptop won't restart

I recently formated and reinstalled windows xp on my laptop. however if i choose to restart it from the start menu then it looks like it shuts down but the green power light stays on and it wont restart.

it shuts down normally if i shut it down from the start menu.

is there a setting that needs changing? i've never had this problem in the past when reinstalling windows on this particular laptop.

Check the settings by right clicking the desktop and select Properties. Select screensaver and then power options. Adjust the settings appropriately or postback what is currently set.(Bit of a long shot this but bear with me!)

there doesn't seem to be anything that talks about restarting the laptop in there. I went over them anyway and all seems okay. any other ideas?

check the power otions in BIOS.
