Laptop wireless download speeds

I usually have no problems with my Fujitsu-Siemens Amilo Pro V2020 laptop (3-4 years old). Wireless speeds at home are usually 54mbps. I have recently begun using it when staying at a caravan park with its own WiFi setup and find that the speeds there keep fluctuating - I get all sorts of speeds, between 1mbps and 54mbps, usually 1, 11 or 12.
A session can start at 54, then within minutes go to 1, then to 11, back to 54 and so on.
A friend's laptop gets a steady 54mbps when operating alongside mine. He has no problem.
Any advice will be greatly appreciated. Thanks.
