Laptop with Win XP, can't shut down?

I have a laptop running XP. When I go to START the mouse icon changes to the hourglass, if I click it nothing happens. The only way I can shut down is Ctrl, Alt, Delete and click on Shut Down.

Is there another way to get to System Restore so that I can "go back" Please?

Other than that everything works fine.

Try re-starting in safe mode and then doing a system restore from there.

Thanks Powerless, will try that as well. The laptop in question is in my office. Will go in tomorrow Sunday and do the checks. Will keep you posted.

Feedback. The Windows Key doesn't respond either. The Managers decision is to Format and Re-install.
