Laptop owners please help

I have had passed to me the laptop machine belonging to the son of one of a friend.
This is a 'Gateway' branded machine and because they are no more the said individual having had
trouble with the machine has attempted to reformat the machine with the disks supplied.
He has run into trouble in the set up ,notably with the modem.
Looking at the supplied disks, it seems to me that in fact the operating system disk[Windows ME]
which is called - Operating Systems Back up - is exactly that - not the full operating system at all.
The intention being I imagine being "If in deep trouble take it back to Gateway"
If I am correct in my assumption I will reload with a different O/S, but before I commit, anyhelp/suggestions would be appreciated.

Gateway are still going - as far as I know, they have closed down their Dublin operation, but are still very much in business.

Your disks are probably designed to reset the laptop to the state it was in when it left the factory.
