Laptop fails to start up.

My Packard Bell Easynote laptop fails to start up. Switching on, I see the drive lights flash and the fan kicks in, but then nothing. I have, however, noticed that if I insert a cd or dvd in the drive, the drive light flickers again as if searching but then dies once more. Do I need a startup disc? If so where do I get one? I made a recovery disc when I bought the laptop, but it has a deep scratch at its centre, so does not work. Would a copy of a start up disc for the same make of laptop work on mine? If so, where can I purchase one? Any help?

What Power supply are you using?

What OS are you using?

Have you tried starting in Safe Mode? ~ by pressing F8 when you turn it on

It this when running off of mains/battery or both?

I am using mains power and my OS is Windows XP Home. I have tried pressing F8 but nothing happens.
